Webinar – False Alarm: Problems in World Health Organization Data on Attacks on Health Care
This week, the Henry Jackson Society, in collaboration with The Hague Initiative for International Cooperation, will launch of a ground-breaking new report False Alarm: Problems in the World Health Organization Data on Attacks on Health Care.
When UN officials, human rights organisations and lawyers cite “thousands of attacks on health care,” they are relying on a WHO database. However, the WHO database relies on flawed data processed into misleading statistics.
Professors Leslie Johns (UCLA USA) and Gregory Rose (Wollongong Australia) examine how that WHO data is assembled, how the WHO interprets “attacks” (e.g. a delay at a checkpoint in peacetime is recorded as an attack), and whether incidents are meaningfully “verified”.
They show how reports for different territories are not recorded in ways that can produce comparable data and that governments that suppress reporting end up looking the most peaceful.
On Wednesday 26 August we will discuss what this report means for accountability, for international law, and for the WHO as it chooses its next Director-General.
