In the past month the war in Iran has come to a (temporary?) halt. The USA and Iran have signed a Memorandum of Understanding (MOU), and late last week representatives of Lebanon and Israel signed a Framework Agreement, facilitated by the Trump Administration.

To be sure, as this month’s thinc. Bulletin shows, these agreements are promising signs of peace. However, no agreement can remove the long-term threat posed by the Islamic Revolutionary Guard Corps (IRGC), which continues to hold power today in Iran. Islamist regimes like that of the IRGC in Iran, but also countries like Qatar, continue to pursue an aggressive, anti-Western war – not only through kinetic warfare, but also through what are known as “gray zone” strategies to defeat the enemy. This includes the manipulation of the United Nations and international courts like the ICC and ICJ.
