Iran and Lebanon Memoranda of Understanding
On 17 June 2026, the United States and Iran signed a Memorandum of Understanding (MOU), following the US-Iran war. The 14-point MOU sets out commitments to respect each other’s sovereignty, pause from threats and from use of force, and to provide monetary advantages for Iran. Both agree to enter negotiations for the next 60 days – open to extension – on Iran’s use of nuclear material and other unresolved critical issues. In breach of the MOU, the Islamic Revolutionary Guard Corps has fired rockets at Israel, targeted vessels, and attacked countries in the region. The IRGC and the US have also exchanged military strikes.
One month later, after the IRGC struck commercial ships in the Strait of Hormuz and the US struck targets in Iran in response – and Iran retaliated against American regional allies and bases, the ceasefire is over. Some negotiations are ongoing. Asked about the MOU, President Trump said “… As far as I am concerned, its over.”
On 26 June 2026, Lebanon, the US and Israel signed a Trilateral Framework, brokered by the US. It initiated historic progress towards peace between Lebanon and Israel. It includes an Annex, which has not been officially released to the public, that concerns Lebanese responsibilities and actions to curb Hezbollah as conditions for Israeli withdrawal from Southern Lebanon. Hezbollah, which fields Lebanon’s strongest forces, has rejected the Trilateral Framework.
